Quality Assurance (QA) is an ongoing process of checking whether systems developed meet specified requirements, by ensuring that the requirements are clearly established and that the defined processes comply with those requirements, also ensuring that information is reviewed.
The QA process is designed to assist the Performance Monitoring & Evaluation unit to add value to improve the Organizational activities.
 
The role of Quality Assurance in eThekwini Municipality Performance Monitoring and Evaluation Unit is to ensure that the unit conforms with the set standards, practices and legislation governing Performance Information, thereby adding value to the organization as a whole.

 Aims 
  • To ensure highest quality of the information is distributed to PME Management and other stakeholders.
  • To inculcate quality assurance as a practice within the Unit.
  • To lead to a culture of accountability in the Unit.

Objectives

  • Ensure adherence to Performance Monitoring and Evaluation Policies and Frameworks.
  • Ensure alignment of Key Performance Areas (KPA) to the Organizational Strategic Focus Areas ( SFA)/ Integrated Development Plan (IDP) and the Service Delivery and Budget Implementation Plan (SDBIP).
  • Ensure the SMART and the CREAM principles are adhered to. 
  • Ensure compliance with both national legislation and provincial requirements

Quality Assurance Reviews on Performance Information

  • Ensure accuracy of the information on the SDBIP, Individual Performance Plans (IPPs) and the Annual Report.
  • Review Key Performance Indicators (KPIs) and targets on the SDBIP and IPPs of senior management for adherence to the CREAM and SMART principles respectively.
  • Obtain evidence of status reported on the SDBIP.
  • Ensure that legislated General KPI’s appear on the SDBIP and Compulsory Indicator (CI) are reflected on the IPPs.
